Recall that the Training of 623,797 Enumerators and 125,944 Supervisors who would work in the 2023 Census Exercise was put on hold indefinitely to enable the Commission sort some "emerging issues".

In a report by Saturday PUNCH, it was learnt that N869bn was needed for the 2023 Population and Housing Census Exercise but the Government has only committed N291.5bn to the exercise, needing additional N327.2bn.
It was learnt in the report that the Government and the NPC may be struggling to raise the Fund for the conduct of the Census Exercise.
This may have prompted the rising issues of some Specialised WorkForce and Facilitators who are yet to be paid.
Just last week Tuesday, about 467 NPC Adhoc Staff Specialised WorkForce and Facilitators in Bauchi State took to the streets to protest their unpaid allowances.
Recall that the Remuneration NPC Adhoc Staff would recieve from the National Population Commission for the conduct of the 2023 Population and Housing Census is categorised into two. They are Allowances and Main Salary.
According to the Director of Census Department, Mrs Evelyn Arinola Olanipekun, in a Memo directed to the State/Local Government Training Centers, on the guidelines to be followed in the payment Allowances to NPC Adhoc Staff, Allowances to be paid are of three types:
1. Feeding Allowance
2. Transport Allowances
3. Training Allowances

Mrs Olanipekun stated that Specialised WorkForce and Facilitators will receive Allowances as follows:
1. Feeding Allowance
(a) Specialised WorkForce (SWF) - N2,000 per day x 13 days (3 days of SWF and 10 days of State Training. However, States that did not observe first 3days are exempted).
Total - N26,000
(b) State Facilitators - N2,000 per person per day x 10 days
Total - N20,000
2. Transport allowance - N20,000 per person
3. Training allowance
(a)Trainer - N15,000 per day x 13 (SWF) and 10 (State Facilitator) =
Trainee - N10,000 per day x 13 (SWF) and 10 (State facilitator)
4. Payment will be made twice for all categories as follows;
* Transport and feeding - N46,000 (SWF), N40,000 (State facilitators)
* Training allowance - Trainer (SWF) N195,000, Trainee -N130,000,
State trainer (Facilitators) - N150, 000 , Trainee - 100,000.
The above Allowances would be applied for other Categories such as Enumerators and Supervisors, but with shortened number of days of training and slight reduction in the amount.
On average, Feeding, Transportation and Training Allowances for Specialized WorkForce, Facilitators, Enumerators, Supervisors and other Census Functionaries is between N50,000 to N100,000.
The Main Salary will be paid after the 2023 Population and Housing Census Exercise.
On average, each Census Functionary would recieve between N50,000 to N250,000 as Basic/Main Salary, in addition to the Allowances.
NPC Adhoc Staff 2023 Full Salary and Allowances can be combined as follows:
NPC Adhoc Staff Salary for Facilitators is N150,000 - N300,000
NPC Adhoc Staff Salary for a Field Coordinator is N140,000 - N280,000
NPC Adhoc Staff Salary for Quality Assurance Assistants/Rovers is N130,000 - N280,000
NPC Adhoc Staff Salary for a Supervisor is N130,000 - N230,000
NPC Adhoc Staff Salary for an Enumerator is N100,000 - N220,000
NPC Adhoc Staff Salary for a Monitoring & Evaluation Officers is N150,000 - N300,000
If the required Funds are not released for the Training of the Enumerators and Supervisors, and such that can pay for the job done by the Adhoc Staff, it is unlikely to say that the 2023 Population and Housing Census Exercise would go as planned.
Are you an Adhoc Staff Enumerator or Supervisor Applicant, just be calming down. Do not be deceived by social Media Posts claiming that the LGA Level Training will commence any time that has not been officially announced by NPC.
